The Town of Newmarket’s Stormwater Management (MS4) Program documents have moved! The Town has created a webpage to house documents and materials related to its Stormwater Management Program (SWMP) and another webpage full of links to helpful stormwater resources.

The Stormwater Management Program (SWMP) describes and details the activities and measures that the Town will implement to meet requirements of the EPA’s NH Small MS4 General Permit. The SWMP documents will be updated during the permit term (annually at a minimum) as activities are modified, changed, added or eliminated to meet MS4 General Permit requirements.

Stormwater Management Plan (SWMP) and MS4 Stormwater Program

On July 1, 2018, the Town of Newmarket officially became part of the United States Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System program. This is a national program, which is aimed at improving New Hampshire’s water quality, with improved stormwater management as well as an array of training and implementation tools to assist communities with implementation. Stormwater is the leading cause of impaired water quality in New Hampshire and carries a wide range of pollutants to our state’s waterways, including bacteria, viruses, toxic metals, and excessive nitrogen. As part of the permit, the Town is required to implement a public education program based on stormwater issues of concern and provide opportunities to engage the public in the planning process. This web page is designed to provide information to the public about the program, including the General Permit for Stormwater Discharges from the Small Municipal Separate Storm Sewer systems, a map of the Newmarket’s MS4 area, the Town’s Notice of Intent (NOI), and the Stormwater Management Plan (SWMP), our annual reports, and program evaluations. Periodically the Town will be updating this webpage with new information as it becomes available. If you have questions about the program or wish to provide written comments, please feel free to contact Lyndsay Butler, Town Engineer and SWMP Team Coordinator at lbutler@newmarketnh.gov
