DRAFT Minutes of November 20, 2008

Meeting was called to order at 7:05

Present: Phil LePage, Judy Ryan, Forbes Getchell, Rich Alperin, Rose-Anne Kwaks

Excused:  Ranan Cohen, Dana Glennon

Guests:  Tina Bogacz,   Andy Bogacz , Jenn Jarvis

Minutes of the October 3 meeting – due to lack of a quorum of the members being present at that meeting the minutes were not approved

Minutes of the October 23 meeting were added to the agenda. There was a motion to approve the October 23 minutes made by Rose-Anne Kwaks and seconded by Rich Alperin.

It was noted that the spelling of the name of the Jerry O’Conner was incorrect and the proper spelling was Jerry O’Connell.

The motion to adopt the minutes as amended was unanimous.

Phil LePage clarified that the Town Council had formally adopted the Newmarket Industrial and Commercial Historic District as established by the National Register of Historic Places.  A map was provided at the Council meeting.  Thus, the geographical boundaries of a future “local historical district” have been established.   

He also announced that the Planning Board has set up a sub-committee of 3 to meet with the Advisory Heritage on the commission and the criteria.  He will arrange a meeting time hopefully Dec. 1, 2, 4 or 5.  Planning Board members of this sub-committee are Val Shelton, Rick McMenimen and George Willant.

5 Spring St. project is moving forward. As of this time they have been unable find anyone who would be interested in the small building at the front of the property. Phil will follow up with NCDC.

Judy announced that 18 Exeter St. stair replacement is under way and that granite steps have been replaced with a wooden staircase.

Ordinance:

 Phil reported that the legal review resulted in the opinion that it was “toothless” and needed more “shalls” and “musts”.

He will try to set up a meeting with the attorney and include the volunteers who worked on it as well as the NBA.

Jerry O’Connell wants to explore CLG status and define “How the community can benefit” and “What’s in it for now and the future”.

He wants to schedule more forums and invite interested parties, such as Denis Robertson and State consultants

Phil indicated that the Town Clock project will need a large investment and then a maintenance schedule to keep it in good repair.
