TOWN COUNCIL SITE WALK

MINUTES

Saturday November 15, 2008

The purpose of the meeting was to conduct a site walk on the Class VI portion house of Neal Mill Road where Christopher Gaziano has requested to build a residence, a barn and an indoor arena. 

Because the construction will take place on a Class VI road, building permits can only be provided if granted by the Council after review and recommendation  by the Planning Board. 

Mr. Gaziano noted that his goal is to construct a residence, which he showed a picture to those present,  on the 48 acres that he owns on the East side of Class VI portion of Neal Mill.  He indicated that he currently has three horses used by his daughter for hunter/jumping events.  In order to provide her with a greater opportunity to train for various events during the last spring, summer and early fall, he wishes to construct an indoor facility.  He is looking to have up to three horses.  He indicated that it is not going to be a commercial stable, but he may do some breeding.  He indicated he will be responsible for the maintenance of the road in order for his vehicles, trailers, etc. to go up and down the Class VI road and would be willing to sign a waiver of liability to the Town should anything occur out there. 

The Council members walked the entire length of the road noting various locations that PSNH has staked for the erection of the power lines.  Mr. Gaziano noted that in his conversations with Representatives from PSNH, they would zigzag the power lines back and forth across the road so that they will not have to cut a swath of trees along one side, thereby disturbing the wooded area.

There were several questions regarding the width of the road.  It was pointed out that the width of the road varies anywhere from 16-20’ at the most between the granite walls.  During the site walk it was noted that there was standing water on both sides of the roadway in addition to several large puddles that those arsenals needed to cross over.  Asked how he would upgrade the road, Mr. Gaziano indicated he would bring in a type of riprap material as a base and overlay that with an aggregate material that would be able to sustain the traffic.

Mr. Gaziano indicated the location where the barn and indoor arena would go and the location of the  house.  There were several questions relative to wetlands within the area and it was noted that the town had designated the Silverman’s property on Neal Mill Road as prime wetlands.

At the conclusion of the site walk, the Chair noted that the council will be discussing this further at the Council meeting on Wednesday, November 19, 2008 and maybe making a decision at that time.

The meeting then adjourned at approximately 2:00 p.m. to Wadleigh Falls Road at the Smith property.

The Council walked the rear of the property at Route 152, Wadleigh Falls Road owned by 5 Smith Sisters.  The Town Administrator noted that  Jim Hilton, upon the recommendation of Diane Hardy, Town Planner, met with the Town Administrator to discuss the possible Town acquisition of the 5-acre parcel that could provide two soccer fields and a little league diamond.  The Council members reviewed the site and discussed how traffic would move around the property.  There was discussion as to access of the property.  The more preferable access, and the one currently allowed by the state is the driveway entrance into the property. However, the downside of this location is that all vehicles would have to go past the residence in order to access to parking area adjourning any potential ball fields.  

Members discussed  if the Town was to acquire the property how to relocate the driveway access away from the house to the parking areas and then carve off the balance of the property and sell it.   Members of the Council toured the house to get a feel for the interior, and agreed that they would have further discussion at their meeting on the 19th

There being no further business to come before the meeting, the meeting adjourned at 2:40 p.m.
