A site walk was held regarding the Site Review Application of Brandt Development Company of New Hampshire, Tax Map U-2 Lot 40. The application involves a six-unit multi-residential redevelopment project.
The following individuals were present: John Badger, Chairman; Vice Chairman Peter Roy; Adam Schroadter; Val Shelton; Janice Rosa; Rick McMenimen and Diane Hardy, Town Planner. Planning Board members Chet Jablonski and George Willant were excused. Abutters Walter Langlois, Robert and Marie Bridges and Carrie Lulek, who own property across the street, were present. Developer Hank Brandt was in attendance with his engineer, Roger Roy of MJS Engineering, and his landscape architect, Marilyn Shields. The Town’s engineering consultant, Tobin Farewell, was also present.
The proposal entails the conversion of a 5 unit multi-family building into 3 units: demolition/removal of existing commercial building and two garage/shed buildings; erection of a new three story 3-unit multi-family residential building; and reconfiguration of on-site parking and related infrastructure and site amenities.
Roger Roy explained the project. They will be replacing the curb and five-foot sidewalk along the street. The porches on the back building will be replaced. The pavement along the common drive and the parking area will be ground and re-paved. The Fire Chief is pleased that the access aisle will be increased in width from 12 feet to 14 feet. It was noted that the driveway does not meet the minimum width of 25 feet for two-way traffic. The developer will be removing the hedge that lies along the side of the driveway towards the front, but replacing it with new landscaping. The abutters (the Bridges) are concerned about the headlights of cars exiting the parking area and how it will impact their property. The hedge does provide some buffering. They were also concerned about drainage from the parking lot. Roger Roy explained that they would provide some spot elevations to show how the drainage flows along the curb. They have moved the catch basin in front and will put in a slight berm along the driveway entrance to shed the water from the street so it does not flow into the driveway and the abutters’ yards. Also, the granite blocks that are currently along the driveway will be reset as a curb to direct the drainage. The Board viewed the snow storage area. Some of the Board members were concerned about the loss of trees on the site and wanted to be assured that as many trees as possible would be retained. There was discussion about what was proposed for on-site lighting. The Bridges were concerned about the light spilling over onto their property. It was explained that the fixtures would have to be full cut-off fixtures. The applicant was asked to provide details on the wall-mounted lighting. There will be no lighting to the rear of the site in the vicinity of the dumpsters. The site walk ended at 4:45 p.m.
