Minutes of June 26, 2008 Meeting

Meeting was called to order at 7:10

Present:  Phil LaPage, Dana Glennon, Judy Ryan, Roseanne Kwaks (arrived @ 8 pm)

Excused:  Forbes Getchell, Ranan Cohen, Jack O’Sullivan

Guests:  Michael Dowling, Martin McKinsey , Bob Turcotte, Darilyn Griffin, Michael Hoffman, Rich Alperin

As there was not a quorum at the start of the meeting the Minutes of May 22 and notes from the May 31 public meeting were not approved.

Discussion  on Historic District:

All present had received copies of Durham, Exeter and Keene and a draft Newmarket regulations:

Newmarket Process:

Committee will draft document to :

  • Establish a Historic District Commission with membership and Authority
  • Present boundaries of Historic District
  • Draft an Ordinance
  • Hold public meeting
  • Present documents to Town Council
  • Council will discuss and hold public hearing
  • Council has final approval

It was clarified that what is currently in place as far as renovations and replacement is the starting point for any property in relation to any Newmarket regulations.  In some cases we would encourage restoration but it would not required.

Discussion on Ordinance:

It was generally agreed that the Exeter Regulations were compatible with the groups’ thought.   Newmarket regulations should be minimal but set reasonable standards.

There was general discussion on fencing and dumpster enclosures, landscaping, window boxes, and windows

Bob Turcotte will research landscaping aspects of current regulations.  Phil LePage will research fences, walls and posts.

It was suggested that research a pallet of historic colors from paint companies that we would consider to include in our proposal recommend.

Everyone will review all the regulations and come to next meeting with suggest and language for Newmarket.

Judy will send Somersworth regulations to all members.

Next meeting will be July 10

At the Town Hall at 7 pm
