Minutes of meetings:
A motion was made by Rose-Anne Kwaks to approve the minutes of the May 22 meeting it was seconded by Judy Ryan and approved unanimously.

May 31 Public meeting:
Judy Ryan reported on the May 31 public meeting as being productive. Presentation by the consultants from the state and the Preservation Alliance was informative a provided good information to move forward. A number of people volunteered to assist in the development of the Heritage commission and Regulations.
Report from members:
Rose-Anne Kwaks reported that Newmarket Storage application to build and additional 8400 square foot building was approved by the Planning board on July 8. This building will be on land that a small 1860 house and barn are currently located. Those buildings will be demolished. Rose-anne is looking to the previous dates of approval as Newmarket Storage is only allowed (by ordinance) a 30% increase.
It was recommended that when a property in the 108 corridor and the Historic District has a proposal to the planning Board that the NAHC receive a notice at the same time abutters notices are mailed.
Concern was expressed that The Cheney property at 2 Elm Street proposal parking area will have a impact on the ascetics of the neighborhood.
The NCDC has announced that they have signed a Letter of Intent with Chinburg Builders for the development of the Mills. They expect a closing date of January 09.
Phil LePage announced that he has been appointed a member of the NCDC.
Progress on Historic District Regulations:
Review of the comparison chart.
Phil LePage has referenced the Newmarket draft with other towns by page number.
Consensus that there should be a general statement that “criteria should be consistent with the neighborhood” and that photo documentation should accompany any application.
Ranan Cohen suggested that proposed drafts should be exchanged by e-mail prior to meetings.
Dumpsters
Bob Turcotte presented a draft of a dumpster regulation; he will refine this and incorporate in to Landscaping criteria. Modification will include language from Keene, Page 15. A question was raised about ground mounted air conditioners.
Masonry
It was agreed that education of the consumers on proper preservation of all masonry was important. A commission should provide resources but not tell how the work should be completed. We will contact the Preservation Alliance for resources. Phil LePage will summarize the Keen and Exeter documents to draft criteria for Newmarket.
Siding
This area is controversial and cannot prohibit synthetic siding. Language should be presented that retains original architectural features and that synthetics material cannot be used with out prior approval (Exeter pg.8).
Roof
It was agreed that the Newmarket draft was acceptable and that we should incorporate language similar to Keene, pg.19. additional language regarding “character defining chimneys should not be removed”. We should also reference solar panels which will be more important as a “green” environmental action.
Windows
Windows are also on the controversial list. Judy Ryan, Michael Dowling and Darilyn Griffin will review other town regulations and propose draft criteria for Newmarket.
Demolition by Neglect
The Durham ordinance was reviewed and reject as to restrictive. Rose-Anne Kwaks will research Newmarket’s Maintenance Ordinance.
Shutters
Should be wood. Synthetic material can be use with HDC approval
