Vice-Chairman Bruce Fecteau called the non-meeting to order at 7:07pm. He explained there are not enough members present to make a quorum but the Conservation Commission would allow the applicant to make his presentation.

Vice-Chairman Bruce Fecteau noted the Conservation Commission awarded two $1,000 scholarships this year. Both recipients, Amber Parshley and Rhianna James, were present tonight to accept their recognition.
Vice-Chairman Bruce Fecteau explained Pennichuck Water Works was present to discuss upgrades to the Turkey Ridge subdivision and is looking for input from the Commission to bring to the Planning Board presentation next week.
John Boisvert, Chief Engineer with Pennichuck Water Works explained the proposal is to expand the Great Bay station and to disinfect the water. A letter of deficiency was sent to them by the Department of Environmental Services (DES) and needs to be addressed. The manganese needs to be removed from the water, but in order to do this the iron also needs to be removed. As part of the improvements a generator will be installed because during the last few storms where power was lost, residents did not have water. He discussed possibly redesigning the proposal so there will be no impacts to the wetlands and wetlands buffer. There would be slight tree cutting and grading. The proposal could step back out of the wetlands buffer by installing a retaining wall to minimize impact. He showed the plan to the Conservation Commission discussing the changes to be made including trimming trees instead of removing them and installing a retaining wall instead of re-grading. The propane tanks would be buried underground. He showed photos of the site.
Val Shelton explained utilities are allowed within the buffer zone.
John Boisvert stressed the importance of keeping the facility alive and operating during construction.
Val Shelton suggested providing photos and the plan on a board for the Planning Board presentation to allow the public to see as well.
Val Shelton noted Jessica Veysey had questions relative to the area disturbed being loamed and seeded. She noted there would be minimal disturbance with the new design.
Vice-Chairman Bruce Fecteau asked for fertilizers to be kept at a minimum.
John Boisvert explained it would be a conservation mix of grass seed and clover that would be put down. The project would begin as soon as approvals were granted. They hoped to have the building done by mid-September. The electrical component and treatment process can be completed by October. He explained the generator would be housed in the building which would have six-inch concrete walls; in the event of a leak, contaminants would be contained.
Vice-Chairman Bruce Fecteau explained the comments to the Planning Board will include keeping fertilizer to a minimum, liking the idea of the retaining wall because of less impact and keeping grubbing as minimal as possible specifically within the buffer area.

Val Shelton explained this information was emailed to everyone.
Val Shelton provided a Planning Board report explaining by the fall they hoped to provide all Shoreland homeowners with information relative to the changes that have been made to the regulations. Information being sent will have direct DES wording. The Planning Board is requesting the Town Council adopt the new Shoreland Protection Ordinance. The Planning Board approved this in August 2009. The finalized Water Resource Chapter of the Master Plan has been finished.
Vice-Chairman Bruce Fecteau explained he received notification from the New Hampshire Department of Resource and Economic Development Jim Bergeron has been appointed Newmarket Tree Warden.
