Chair Wilfred Hamel called the meeting to order at 7:05 PM
1. Roll Call- Present- Chair Wilfred Hamel, Herb Dalrymple, Robert Pruyne,
Elizabeth Dudley, Kurk Dorsey, Bruce Fecteau, Don Archambeault
Absent- Fred Pearson and John Puchlopeck
Chair Hamel read a memo of resignation from Rose-Anne Kwaks
2. Review/Approval of Minutes- September 14, 2006
Motion: To approve the September 14, 2006 minutes as presented
Motioned: Herb Dalrymple
Seconded: Kurk Dorsey
Voted: All in favor
3. Meeting with new Town Planner, Diane Hardy
Diane introduced herself to the board and gave a brief back ground of past work.
She has worked in various towns, the city of Concord and the Out Door
Recreation Dept. for the state. She can also help us with grant writing. She is
working with the Planning board on the Master Plan. She would like to have the
CC more involved with the Planning Board when there are issues that may be of
concern to the CC and their work. She handed out information about a grant
available through PSNH that involves environmental improvement and
protection.
4. NH Soil Consultants Representation by Sherrie Davis, Hailley Oaks
Sherri passed out to the board members an overview of tonight’s discussion. This
included the Components of the Dredge and Fill Application, discussion of the
impacts resulting from the proposed development of the site, description of the
easement parcel, review the wetlands functions and values, review the draft
easement language and a summary. There was discussion about access to the CC
land area, the culvert box, where to have markers on the proprieties to mark the
wetlands, the Dredge and Fill application and there was much discussion about
the Conservation Easement Deed and its language.
Motion: To study this deed and bring it to next meeting

5. Ellen Snyder, Open Space Plan
Ellen passed out a hand out of Town-Owned Conservation Lands. It details land
size, tax map lot number, address and comments. There was discussion about the
different lands and who is responsible for which lands.
Plan to attend the Newmarket Open Space Plan Night on October 24, 2006 at 7:00
PM. Please refer to the flyer Ellen handed out.
6. Treasury Report
Motion: To bring home the treasurer report to review for the next meeting

7. Old Business
Target practice at the well head
There was much discussion about this going on. Town Planner, Diane Hardy was
made aware of the past and present situation. It is being used again. There was
much discussion about this situation and how to protect the well from the lead.
Motion: To have Wilfred Hamel make a point to the Town Council that the
agreement has not been fulfilled to the best of our knowledge

Signs- Wiggin farm will not be ready til spring
Piscassic St Fence- Still not fixed
Heritage Festival- 219 people for rides- $115.00 in the donation jar-please send
cards of thanks to Pauline, Linda Fecteau and Joe Schanda
8. Committee Reports
LRAC- No Report
Planning Board- Robert Pruyne
Two small applications are before them
LRWS- Robert Pruyne
The Rivermoore Condo Association has contacted them in regards to the dredge
and fill project. They are looking for help with grants to help off set the spending.
They are not putting in any boat slips. They have a one year time frame. Chair
Hamel read a letter from the Town Administrator, Al Dixon, in regards to this
situation.
9. New Business
Tree Stewardship Program- Elizabeth Dudley
Working along with the Newmarket Gardner’s, they are wanting to pull up the
burning bush at the library and replace it with a tree. Along Elm St. they would
like to replace 2 tress a year to replace the ones that are dying. There was
discussion about if the CC can spend money on other properties. Elizabeth to
present to the board a tree planting plan.
